Funy, that's the 3 item bonus. I didn't think much of it when I first read it, but after using it I like it a lot. It's definately PVE tho... the range boost doesn't affect dmg dealing tots.

The shoulders drop off the Barron. I've never seen them drop, but two members of Fabled have them. I wait w/ great anticipation.
Many Bothans will die to bring you those shoulders.
